Saanich police Const. Gord Bedingfield said the blast occurred just before 6:30 a.m. PT when a construction worker was opening up a job site on Cloverdale Avenue and Inverness. The worker opened a shipping container being used for storage, and the propane tank being stored with a barbecue inside the container somehow ignited.
"This propane tank was either left on or was leaking," Bedingfield said. "They're still trying to figure out what the spark was, but something sparked and it blew up the enclosed container."
The blast shattered windows and woke up neighbours, like David Parliament.
"It was absolutely crazy. I thought the house was being attacked by somebody. The window beside my bed blew out," he told CBC News.
The 49-year-old worker who opened the container is now in hospital with minor injuries.
A number of other site employees, like Tony Paterson, showed up for work minutes later.
"It's a good thing there wasn't 30 guys in the site when it happened, because it's guaranteed there would have been deaths or injuries, in my opinion," Paterson said.
Police asked people to avoid the area around Cloverdale Avenue and Inverness Road until approximately 10 a.m.Cloverdale Avenue was closed to traffic between Quadra Street and Inverness Avenue. Rutledge Park, where some of the explosion debris landed, was also closed, police said.
WorkSafeBC is now investigating the incident.
